Background
The University of Maine System (UMS) is a comprehensive public institution of higher education established in 1968, uniting six distinctive public universities across ten campuses. UMS serves over 30,000 students annually and is committed to providing quality education, research, and public service.
The mission of this Request for Proposal (RFP) #2025-059 is to seek Pharmacy Benefit Management (PBM) services to support the medical benefits provided to approximately 6,200 enrolled employees and their dependents.
Work Details
The Contractor will provide PBM services as outlined in the RFP and associated documents. Key specifications include:
- Managing pharmacy benefits for approximately 4,200 active employees and 2,200 retirees under age 65.
- Offering a choice between a traditional PPO plan and a High Deductible Health Plan.
- Ensuring compliance with various Federal & State requirements.
- Providing exceptional account management and member service.
- Engaging employees in health improvement and clinical programs.
- Delivering competitive pricing on a self-insured funding basis.
- Conducting quarterly business and performance reviews with the University’s Agreement Administrator.
- Providing toll-free access to technical support with an escalated support feature for unresolved issues.
Period of Performance
The contract will commence on January 1, 2026, and terminate on December 31, 2028, with options for successive one-year extensions upon mutual written agreement.

Services will be performed primarily at the University of Maine System locations across the state of Maine.
