Foldable Traffic Cones

Background
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services (OSPS) is issuing this Request for Quotations (RFQ) on behalf of the Department of Transportation. The purpose of this RFQ is to solicit bids for the supply of Foldable Traffic Cones, which are essential for traffic management and safety. This procurement aims to ensure that the State has access to high-quality traffic cones that meet specific safety standards.

Work Details
The contract requires the provision of High Density Polyethylene Foldable Traffic Cones in packs of five. Each cone must meet the following specifications:
- Lightweight, weighing 4 lbs each
- Height: 28.5 inches
- Base width: 29 inches for stability
- Folds to a width of 1.5 inches
- Made from high-density polyethylene with rubber feet
- Features replaceable connecting hinges and molded-in handles
- Includes reflective engineer-grade sheeting with dual white reflective stripes on each leg
- Comes with an installed retention band and a metal disc at the top for attaching flashing lights (e.g., Pi-Lit and Road Commanders)

The estimated purchase quantity for the first year is fifty (50) sets, but there is no guaranteed minimum order. Delivery will be made to any State of Maine facility, primarily to MaineDOT in Augusta.

Period of Performance
The initial period of performance will commence on August 1, 2025, and conclude on July 31, 2026. There are optional extension periods available for up to four additional years, contingent upon mutual agreement.

Place of Performance
Delivery locations include any State of Maine facility, with primary deliveries directed to MaineDOT in Augusta.

Bidder Requirements
Bidders must provide documentation verifying that their products meet or exceed all posted specifications outlined in Appendix B. They must also submit equivalency documentation if proposing equivalent items. Additionally, bidders are required to comply with all applicable federal and state laws regarding nondiscrimination and civil rights as per Title VI requirements.
