Enterprise Artificial Intelligence: Platforms, Services, and Integrated Delivery

Background
Sourcewell, a State of Minnesota local government unit and service cooperative, is issuing RFP #061726 for Enterprise Artificial Intelligence: Platforms, Services, and Integrated Delivery. This initiative aims to create a procurement solution for its Participating Entities, which include thousands of governmental, educational, nonprofit, tribal government, and other public agencies across the United States and Canada.

The goal is to enhance the efficiency and effectiveness of AI solutions in public sector operations.

Work Details
Proposals must address one of three primary Lots:
1) AI Products and Platforms, which includes enterprise AI platforms with automation capabilities, AI infrastructure design, and intelligent automation platforms;
2) AI Professional Services, covering strategy development, governance architecture, managed services, and custom software development; or
3) Integrated AI Delivery that combines both technology products and professional services under one contract.

Proposers are encouraged to offer complementary products or services that align with the scope of the solicitation.

Period of Performance
The Master Agreement will have a term of ten (10) years with no extensions. All awarded agreements will share a common expiration date.

Place of Performance
The contract will be performed in various locations as determined by the Participating Entities across the United States and Canada.

Bidder Requirements
Bidders are encouraged to include Small, Minority-owned, Women’s Business Enterprise, Veteran-owned Business Enterprise (S/M/WBE/VBE) suppliers in their proposals. Proposers must select one Primary Lot for submission and demonstrate experience delivering AI solutions in highly regulated industries. Compliance with all applicable industry standards and regulations is required.
