Description

Background
The Maine Judicial Branch (MJB) is seeking proposals from qualified bidders to conduct a comprehensive classification and compensation study aimed at attracting and retaining qualified employees. This initiative follows a previous study completed in 2017, which has become outdated due to changes in job classifications, labor market conditions influenced by the COVID-19 pandemic, and evolving workforce dynamics. The study will ensure equitable job classifications and provide competitive compensation aligned with market conditions.

Work Details
The awarded bidder will conduct a thorough review of the MJB's current compensation and classification system, including:

A. Classification Analysis - Review job descriptions, conduct field assessments, evaluate competencies and compensation equity within and across job families, recommend new or revised classifications.

B. Compensation Analysis - Perform a market analysis comparing MJB compensation to relevant labor markets, recommend simplifications to pay scales, and propose a consolidated pay scale structure.

C. Recruitment and Retention Impact - Assess current compensation's impact on recruitment and retention, identify concerns affecting candidate interest or employee retention, and recommend career ladders for job classifications.

D. Deliverables include written reports documenting methodologies, findings, recommendations with supporting data, presentation of findings to stakeholders, and provision of electronic copies of all deliverables.

Period of Performance
The anticipated contract period is from June 25, 2026 to December 21, 2027.

Place of Performance
The services will be performed within the State of Maine.

Bidder Requirements
Bidders must demonstrate qualifications through previous relevant projects and provide a certificate of insurance evidencing general liability and professional liability coverage. They must also comply with all applicable laws regarding debarment and conflicts of interest.
