Background
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services (OSPS) is issuing this Request for Quotations (RFQ) on behalf of the Department of Defense, Veterans and Emergency Management – Military Bureau.
The purpose of this RFQ is to solicit bids for the recertification of the existing Compass Rose located at the Army Aviation Support Facility at Bangor International Airport, ensuring compliance with the latest UFC 3-260-01 and FAA AC 150/5300-13B standards.
Work Details
The contractor will provide Compass Rose recertification services which include: conducting a preliminary total field survey using a total field magnetometer to ensure compliance with military requirements; performing an absolute declination survey to determine average declination and marking where radials should be painted; replacing the magnetic north marker if required; checking the true azimuth against previous measurements using a calibrated theodolite; and providing written reports detailing findings from the magnetic surveys along with follow-up consultation regarding the Compass Rose Survey.
The scope also specifies that all instruments used must be calibrated to international standards.

The anticipated period of performance for this contract is from July 1, 2026, to November 30, 2026.
