Background
The contract is issued by the Department of Administrative and Financial Services, Office of State Procurement Services for the State of Maine. The primary goal of this contract is to provide consulting services related to CMS and Medicare, specifically for the Riverview and Dorothea Dix Psychiatric Centers operated by the Department of Health and Human Services (DHHS). The consulting services are essential for ensuring compliance with Medicare regulations and optimizing reimbursement processes.

Work Details
The contractor, Baker Newman & Noyes, will provide the following services:

1. **Consultation**: Review of inpatient and outpatient billing procedures, regulations, and guidance for DHHS personnel, including on-site guidance on documentation requirements at the psychiatric hospitals and their clinics.

2. **Medicare Report**: Conduct review and impact analysis of Medicare and Medicaid settled cost reports; provide on-site assistance as needed for Medicare field audits and reimbursement meetings related to Medicare and Medicaid activities.

3. **Research**: Research potential additional Medicare and Medicaid cost report reimbursement opportunities for which DHHS facilities may qualify, including historical data analysis. An executive summary of findings will be presented at the conclusion of this phase.

Period of Performance
The contract is set to commence on July 1, 2026, and will end on June 30, 2027.

Place of Performance
The services will be performed at Riverview Psychiatric Center and Dorothea Dix Psychiatric Center located in Portland, Maine.

Bidder Requirements
The selected vendor must have extensive experience in developing and submitting Medicare Cost Reports specifically for state-run mental health facilities. Baker Newman & Noyes is uniquely qualified as they are the only firm in Maine that submits these specific cost reports for both state facilities (RPC & DDPC) and private psychiatric hospitals.
