Bog Brook Training Site - Bear Proof Dumpsters

Background
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services (OSPS) is issuing this Request for Quotations (RFQ) on behalf of the Department of Defense, Veterans and Emergency Management – Military Bureau.

The purpose is to procure bear proof dumpsters and corresponding services for the Bog Brook Training Site, which is part of the Maine Army National Guard. This initiative aims to ensure proper waste management at the training site while maintaining environmental standards.

Work Details
The contractor will provide and service two (2) eight cubic yard (8 CY) bear proof dumpsters at the Bog Brook Training Site located in Gilead, Maine. The specific requirements include:
- One dumpster to be serviced weekly from August 1, 2025, through July 31, 2026.
- One dumpster to be serviced monthly during the same period.
- If a scheduled pickup falls on a holiday or a day when the Department is closed, pickup will occur the day before or the next business day.
- The contractor must maintain the appearance and sanitary condition of the dumpsters, ensuring they are free from odors, dirt, debris, and pests.
- All broken or missing parts must be replaced promptly.
- The contractor is responsible for cleaning up any debris spilled during pickups and must record waste data including type and quantity for reporting purposes.

Period of Performance
The initial contract period will commence on August 1, 2025, and conclude on July 31, 2026. There are options for two additional renewal periods:
- Optional Extension Period #1: August 1, 2026 - July 31, 2028
- Optional Extension Period #2: August 1, 2028 - July 31, 2030.

Place of Performance
The contract will be performed at the Bog Brook Training Site located at 8 Barracks Rd (Gilead), Stoneham, ME 04231.

Bidder Requirements
Bidders must comply with all requirements outlined in this RFQ including providing a cost quotation response that covers all goods and services required under this contract. Bidders should also submit a plan detailing how they will manage contracted services in case of an emergency situation affecting workforce availability. Additionally, all personnel involved must pass a federal background check conducted by the Department of Defense.
