Blood Alcohol Content Analyzer (BAC)

Background
The State of Maine, through the Department of Administrative and Financial Services and the Office of State Procurement Services (OSPS), is seeking quotations for a Blood Alcohol Content Analyzer (BAC) on behalf of the Department of Health and Human Services.

The goal of this contract is to procure a one-time purchase of specific goods that will enhance forensic testing capabilities within state laboratories.

Work Details
The contract requires the provision of a Blood Alcohol Content Analyzer (BAC) that includes the following components:
- Gas Chromatograph (GC)
- Headspace Autosampler (HS)
- Dual Flame Ionization Detectors (FID).

The expected purchase quantity is one unit, with specifications detailed in Appendix B, which outlines technical requirements for each component. Bidders must provide documentation proving compliance with specifications, including manufacturer literature and equivalency documentation if proposing equivalent items.

The delivery location is specified as the Department of Health and Human Services at 47 Independence Drive, Augusta, ME. The delivery terms are 'Free on Board (FOB) – Destination', meaning all costs should include shipping to the specified location.

Period of Performance
The items are needed on or before June 30, 2026. Delivery dates after receipt of order may be factored into the bid award decision.

Bidder Requirements
Bidders must comply with all specifications outlined in the RFQ and provide proof of compliance within 48 hours if requested by the State. Bidders must also certify that they are not debarred or suspended from bidding on government contracts and have not been convicted of fraud or other criminal offenses related to government transactions. Additionally, bidders must submit their bids electronically via the State's Vendor Self Service system.
