2027 ATV/Snowmobile Stickers

Background
The State of Maine, through its Department of Administrative and Financial Services and the Office of State Procurement Services (OSPS), is seeking bids for the procurement of 2027 ATV and Snowmobile registration sticker sets. This initiative is part of the agency's mission to manage outdoor recreational activities effectively and ensure compliance with state regulations. The goal is to secure high-quality stickers that meet specific requirements for use by the Department of Inland Fisheries and Wildlife (IFW).

Work Details
The contract involves providing 100,000 sets of 2027 ATV registration stickers and 100,000 sets of 2027 Snowmobile registration stickers. Each ATV sticker set will consist of two stickers arranged side-by-side, with individual dimensions approximately 4-3/8 inches x 2-1/4 inches, including a left-side stub measuring approximately 3/4 inch x 2-1/2 inches.

Each Snowmobile sticker set will consist of two oval stickers arranged side-by-side, with dimensions approximately 3-1/2 inches x 1-3/4 inches, including a left-side stub measuring approximately 2 inches x 3/4 inch. Both types will be produced in booklet form containing 20 sequentially numbered sets. Key specifications include:
- Material: Prestocal or approved equal
- Adhesive: Cold weather adhesive required
- Color: Green
- Numbering: Black sequential numbering for ATV; Black lettering for Snowmobile
- Back Printing: Instructions printed in black ink
- Stub Color: White

Vertical perforations are required for easy removal from booklets, with strict guidelines on numbering to avoid duplicates or missing numbers. Delivery must be inside with a liftgate due to no loading dock availability.

Period of Performance
The delivery of the stickers is required no later than May 15, 2026.

Bidder Requirements
Bidders must provide documentation proving compliance with all specifications outlined in the RFQ. They are also required to submit equivalency documentation if proposing equivalent items. Bidders must not be debarred or suspended from bidding on government contracts and must certify their compliance with all applicable laws. The proposal must remain valid for a period of 180 days from the bid opening date.
