Western Correctional Institution and North Branch Correctional Institution High Voltage and Preventive Maintenance and Repairs

Background
The Maryland Department of Public Safety and Correctional Services (DPSCS) is issuing this Invitation for Bids (IFB) to secure services for high voltage preventive maintenance and repairs at the Western Correctional Institution (WCI) and North Branch Correctional Institution (NBCI).

The goal is to ensure the reliability and safety of the electrical distribution system, which is critical for the operations of these facilities. Regular maintenance will help prevent system failures, reduce electrical hazards, and maintain compliance with safety standards.

Work Details
The contractor will provide all management, supervision, labor, equipment, materials, supplies, and tools necessary for preventive maintenance and testing of the electrical distribution system at WCI and NBCI. This includes:

1. Annual preventive maintenance inspections for five years covering:
- Testing of main switching cabinets, outdoor transformers, high voltage switches, and underground cables.
- Compliance with NETA and OSHA standards.
- Specific tasks such as servicing medium voltage disconnect switches, applying anti-oxidant grease on contacts, cleaning mechanical mechanisms, checking contact alignment, performing insulation resistance tests, servicing circuit breakers and transformers.

2. Emergency response services within 48 hours for declared emergencies related to high voltage systems.

3. Detailed inspection reports identifying equipment failures or devices nearing failure.

4. Maintenance of warranty coverage for specific devices including eleven MV Switch S&C at WCI and various transformers and circuit breakers at both institutions.

Period of Performance
The contract duration is five years with no options for renewal. Preventive maintenance must be completed annually within one workday each year.

Place of Performance
The work will be performed at two locations:
- Western Correctional Institution located at 13800 McMullen Highway, SW Cumberland, Maryland 21502
- North Branch Correctional Institution located at 14100 McMullen Hwy SW Cumberland, Maryland 21502.
