Description

The Town of Chesapeake Beach is seeking proposals for biosolid sludge removal for the Chesapeake Beach Water Reclamation Treatment Plant a 1.5 MG a day facility.
Background
The Town of Chesapeake Beach is seeking proposals for biosolid sludge removal services for its Water Reclamation Treatment Plant, which has a capacity of 1.5 million gallons per day (MGD).
The goal of this contract is to ensure efficient and timely removal of sludge material at the most economical cost to the Town and its partners, including the Town of North Beach and portions of Calvert and Anne Arundel Counties.
This RFP is issued in anticipation of the expiration of the existing contract on August 1, 2025.

Work Details
The contractor will be responsible for providing full-time sludge hauling services, including:
- Providing a sludge hauling trailer that meets all Department of Transportation (DOT) regulations.
- Trucking and hauling of Chesapeake Beach biosolids, ensuring a trailer is always available for Town use.
- Utilizing Chesapeake Beach biosolids in compliance with applicable laws and regulations.
- Using a certified scale to weigh trucks for billing purposes.
- Obtaining all necessary permits and approvals for hauling and disposing of biosolid sludge.
- Removing and disposing of biosolid material as required.
The Town will load the contractor's trailer with biosolids and provide at least 24 hours' notice for pickup. Additionally, the Town will conduct testing as required by Maryland Department of the Environment (MDE) for PFAS in biosolids.

Period of Performance
The contract duration is one year, starting from August 1, 2025, with options to extend for two additional one-year terms.

Place of Performance
The services will be performed at the Water Reclamation Treatment Plant located at 8550 Bayside Rd., Chesapeake Beach, MD.

Bidder Requirements
Bidders must document appropriate experience in providing monitoring, record-keeping, and reporting programs related to biosolid sludge removal.
They are required to provide references from the past five years attesting to their experience in municipal government settings.
The successful bidder must also provide performance and payment bonds: a performance bond equal to 100% of the contract amount and a payment bond equal to 50%.
