Wastewater Engineering Services - Open End Contract

Background
Cecil County Department of Public Works (DPW) is soliciting proposals from qualified professional engineering firms to provide on-call wastewater engineering services under an open-end contract. The County operates five wastewater treatment plants and aims to address various complex wastewater projects through this contract, including planning, design, construction phase services, and related tasks.

Work Details
The scope of work includes:
1. Preliminary planning and environmental impact studies;
2. Topographic and boundary surveys;
3. Environmental permitting coordination;
4. Utility relocation coordination;
5. Design services for wastewater facilities;
6. Evaluation of sludge handling systems;
7. Collection system remedial projects;
8. Wastewater system capacity analysis;
9. Geotechnical engineering services;
10. Stormwater management design;
11. Preparation of contract documents for bidding;
12. Construction support services.

Period of Performance
The initial term of the contract is from July 1, 2026, through June 30, 2027, with options for renewal for up to four additional years.

Place of Performance
Cecil County, Maryland.

Bidder Requirements
Firms must provide a Certificate of Status from the Maryland Department of Assessments & Taxation, a current business license for Maryland, and a current Engineering license for Maryland. The firm must also comply with all local, state, and federal regulations regarding business operations.
