Uniformed Unarmed Security Guard Services for Maryland Public Television (MPT)

Background
The State of Maryland, through Maryland Public Television (MPT), is issuing this Invitation for Bids (IFB) to procure uniformed unarmed security guard services. The goal is to supplement MPT's existing security staff at their headquarters located at 11767 Owings Mills Boulevard, Owings Mills, MD 21117. MPT operates 24 hours a day, 365 days a year, and the building encompasses approximately 120,000 square feet.

Work Details
The contractor will provide unarmed uniformed security guard services which include:

- Developing and maintaining a security management plan.
- Providing all necessary labor, supplies, and equipment.
- Covering five scheduled shifts totaling 40 hours per weekend.
- Providing on-call guards as needed for holidays or absences.

The regular work schedule includes specific shifts from Saturday afternoon through Monday morning. Guards must meet minimum qualifications including being high school graduates, having no criminal record, and being physically fit. They will perform duties such as patrolling the premises, maintaining logs, responding to incidents, and ensuring compliance with building rules. The contractor must also provide a supervisor available 24/7 to manage operations.

Period of Performance
The contract has a base period of two years with an estimated total of 4,160 hours of service over this duration.

Services will be performed at the Maryland Public Television headquarters located at 11767 Owings Mills Boulevard, Owings Mills, MD 21117.

Bidder Requirements
This is a Small Business Reserve Procurement limited to certified small business vendors as defined by the Governor’s Office of Small, Minority & Women Business Affairs (GOSBA). Bidders must have been in business for at least three consecutive years and have three years of relevant security guard service experience. They must also provide references and comply with insurance requirements including general liability and worker’s compensation coverage.
