Description

Towson University (hereinafter University ) is seeking a full-service advertising and marketing agency contractor to provide a variety of services including, but not limited to: marketing (digital/traditional/experimental/grassroots/influencer), brand development, multi-channel campaign planning, creative concept development, graphic and design services, media planning and buying, video and multi-media production, digital marketing and SEM (search engine marketing), analytics and tracking, as well as web design and web development. The successful contractor will be responsible for supplying all personnel, materials, equipment, supplies, etc., necessary to successfully execute these objectives.
Background
Towson University (TU) is a comprehensive research and teaching institution founded in 1866, recognized as one of the nation's top public universities. TU offers over 190 competitive programs and serves nearly 20,000 students with a faculty and staff of more than 3,000. The university is committed to creating opportunities for Maryland and has been acknowledged for its academic excellence and community engagement.

The Division of University Marketing and Communications (UMC) aims to enhance awareness, advance enrollment, and build the university's reputation through strategic marketing efforts.

Work Details
The selected contractor will provide a full range of marketing and advertising services including:
- Digital, traditional, experimental, grassroots, and influencer marketing
- Brand development
- Multi-channel campaign planning
- Creative concept development
- Graphic design services
- Media planning and buying
- Video and multimedia production
- Digital marketing including search engine marketing (SEM)
- Analytics tracking
- Web design
- Web development.

The contractor will be responsible for supplying all necessary personnel, materials, equipment, and supplies to fulfill these objectives.

Period of Performance
The contract will have a term of five years with a total not-to-exceed value of $11,000,000.

Place of Performance
Services will be performed at Towson University located at 8000 York Road, Towson, MD 21252-0001.

Bidder Requirements
Bidders must meet an MBE subcontract participation goal of 11% of the non-media buy contract dollar amount. They are required to provide evidence of MBE certification for each MBE prime or subcontractor involved in the project.
