Background
The Maryland Department of Transportation (MDOT) is issuing this Request for Proposals (RFP) to acquire transportation planning consulting services. The goal of this contract is to support MDOT's transportation policy, planning, programming, and project delivery needs. This procurement has been designated for a Small Business Preference under COMAR regulations, encouraging small businesses and minority business enterprises to respond.
Work Details
The contractor will provide a range of transportation planning consulting services including:
1. Long-range planning support for the State Report on Transportation and other state transportation plans.
2. Performance management and data support including development of annual reports and performance measures.
3. Trends analysis related to transportation, land use, and economic impacts.
4. State and federal policy analysis to inform departmental positions on legislation.
5. Capital program and funding analysis to assess funding scenarios and develop innovative financing options.
6. Asset management strategies and technical assistance for MDOT Modal Asset Management Coordinators.
7. Support for MDOT programs and grant application management including research and data compilation.
8. Regional planning assistance in collaboration with Metropolitan Planning Organizations (MPOs).
9. Conducting feasibility studies and assessments of transportation needs.
10. Project development support including process improvement recommendations.
11. Workshop, conference, training support, and facilitation services for public outreach events.
12. Communications and outreach support including graphic design, public education campaigns, and marketing materials.
Period of Performance
The contract will have a duration of five (5) years with one (1) optional two-year renewal period.
Place of Performance
The primary place of performance will be at the Maryland Department of Transportation located at 7201 Corporate Center Drive, Hanover, MD 21076.
Bidder Requirements
This procurement includes a Small Business Preference designation with an overall Minority Business Enterprise (MBE) subcontract participation goal of 22%, which includes specific subgoals such as 10% for Woman-Owned MBEs. Additionally, there is a Veteran-Owned Small Business Enterprise (VSBE) participation goal of 2%. Offerors must demonstrate experience in transportation planning and management of contracts/work orders with the State of Maryland.
