The University of Maryland, Baltimore (UMB) is a public institution focused on education, research, and service. UMB intends to contract for the temporary hiring of 16 individuals to observe and record seat belt compliance at multiple locations in Maryland and Washington, DC over a period of approximately 30 days.

Work Details
The contract involves hiring 16 individuals who will be divided into seven teams of two. Each team will consist of an observer responsible for visual observation of seat belt compliance and a recorder who will document the data using an iPad application. The teams will be assigned specific GPS coordinates for monitoring locations that are safe and provide clear views of traffic.

Each observation session will last between 20 to 45 minutes, with scheduled breaks for travel to the next location. The teams will be equipped with high-visibility safety vests and reflective ground-mount triangles. The project includes a total of 170 observation sites across all 24 counties in Maryland and 150 sites in Washington DC. The survey in Maryland is scheduled from June 2 to June 15, 2025, followed by the Washington DC survey from June 16 to June 29, 2025.

The contract will be performed over a period of approximately 30 days, starting from June 2, 2025, to June 29, 2025.
