Temporary Cash Assistance (TCA) Case Management

Background
The Caroline County Health Department is seeking an organization or entity to provide a Substance Use Disorder Counselor within the Caroline County Department of Social Services agency. The goal of this contract is to support individuals in need of substance use disorder treatment, particularly those receiving Temporary Cash Assistance (TCA) and other related services.

The department aims to enhance the quality of case management for vulnerable populations in Caroline County.

Work Details
The contractor will provide a full-time SATS Specialist who will work in-person at the Caroline County Department of Social Services. The specialist will be responsible for:
1. Providing screening, assessment, and referral to treatment for individuals referred by LDSS case workers.
2. Working with various populations including TCA recipients, SNAP participants, and Child Welfare referrals.
3. Entering data into the SATS Data System and ensuring confidentiality.
4. Maintaining communication with LDSS Case Workers regarding customer updates and compliance with treatment recommendations.
5. Coordinating urinalysis testing as required by LDSS Case Workers.
6. Documenting customer treatment milestones every 30 days until discharge from the program.

Period of Performance
The contract will commence on July 1, 2025, and will continue through June 30, 2026, with potential for extension based on available funding.

Place of Performance
The services will be performed at the Caroline County Department of Social Services located at 300 Market Street, Denton, Maryland 21629.
