Description

The Maryland Department of Transportation State Highway Administration (MDOT SHA or the "Administration") is issuing this Invitation for Bids (IFB) in order to procure the services defined in this Section 2, as specified in this IFB, from a contract between the successful bidder(s) and the Maryland Department of Transportation State Highway Administration: for the purposes of providing temporary Lab, office and field Technicians to perform materials (soils, aggregates, asphalt, concrete, steel, pavement markings, and other materials ) testing & inspections in support of SHA construction projects in in support of the quality assurance program.
Background
The Maryland Department of Transportation State Highway Administration (MDOT SHA) is issuing this Invitation for Bids (IFB) to procure temporary Lab, office, and field Technicians for the Office of Materials Technology (OMT).

The goal is to provide testing and inspections of various materials including soils, aggregates, asphalt, concrete, steel, and pavement markings in support of SHA construction projects as part of the quality assurance program.

Work Details
The contractor will provide temporary technicians to perform a full range of construction materials testing in the OMT Hanover laboratory and conduct construction inspections at various job sites across Maryland.

Responsibilities include:
- Quality assurance inspection of hot mix asphalt (HMA) and concrete plants
- Pavement marking inspections
- Data collection using Automatic Road Analyzer (ARAN), friction measuring devices, and Mobile Retro Units (MRU)
- Geotechnical drilling and sampling
- Structural testing services
- Compliance with State specifications.

Technicians must meet specific qualifications based on their classification level (Technician I to Technician IV), which includes educational requirements, experience in material testing, and necessary certifications. The contract includes a 25% MBE subcontractor participation goal.

Period of Performance
The contract duration is three years with two one-year option periods.

Place of Performance
The work will be performed statewide in Maryland at various locations including the OMT Hanover laboratory.
