The Maryland Association of Destination Marketing Organizations (MDMO) is seeking a consultant to develop a strategic plan aimed at achieving consensus among its members and stakeholders.

The MDMO's mission is to lead the development and marketing of the tourism industry within Maryland, with membership open to 25 officially designated Destination Marketing Organizations (DMOs) across the state. A well-structured strategic plan is essential for guiding current and future leadership within MDMO.

Work Details
The consultant will be responsible for:
1. Reviewing existing organizational documents, peer research, and relevant data from external sources such as the Maryland Office of Tourism Development.
2. Hosting a kick-off meeting with MDMO representatives and conducting regular check-in calls.
3. Conducting a high-level landscape scan of Maryland’s tourism industry.
4. Developing an engagement strategy that includes public meetings, surveys, workshops, and interviews with key stakeholders including MDMO members and local officials.
5. Analyzing feedback to recommend a mission and vision statement for MDMO along with five-year goals.
6. Designing and providing an electronic version of the completed strategic plan that includes a scope of work narrative and executive summary.
7. Preparing leadership briefings and presentations.

Deliverables include: a master plan with specific, actionable goals; a SWOT analysis; evaluation of MDMO’s mission statement; key performance metrics; analysis of MDMO’s structure and sustainability; recommendations for partnership strategies; guidelines for updating organizational bylaws; and a final presentation summarizing the strategic plan.

Period of Performance
The contract period will be defined in the proposal timeline, which should include major benchmarks throughout the project.

Place of Performance
The work will primarily take place in Maryland, with specific locations for meetings determined during project planning.
