Description

Background
The Department of General Services (DGS) of the State of Maryland, in collaboration with the Department of Information Technology (DoIT), is seeking to establish multiple statewide contract awards for network-related services.

The goal is to support and enhance the State's information technology infrastructure, ensuring effective planning, deployment, and management of IT resources across government agencies. This initiative aims to provide strategic IT leadership and centralized services to the Executive Branch of State government.

Work Details
The contract encompasses four Functional Areas (FAs):
1) Network Operations - providing operational support for networkMaryland™, including network service assurance, engineering, and project management;
2) Outside Plant & Inside Plant Implementation - focusing on fiber optic cable infrastructure construction;
3) Fiber Locating Services - aimed at damage prevention for fiber optic assets;
4) Staff Augmentation - supplying experienced personnel to support DoIT's operations.

Each FA has specific requirements and goals, with a total of up to twenty-seven awards available across these areas.

Period of Performance
The contract will have a base period of three years with two additional option periods of two years each.

Place of Performance
Various locations throughout Maryland.

Bidder Requirements
Offerors must meet minimum qualifications specific to each Functional Area. For example, for FA1 (Network Operations), bidders must have been in continuous business for at least five years and hold ISO/IEC 20000 certification.

Additionally, there are MBE subcontracting goals set at the Functional Area level: FA1-20%, FA2-35%, FA3-30%, FA4-40%. There are also VSBE participation goals: FA1-2%, FA2-4%, FA3-3%, FA4-5%.
