Statewide - Maryland Presort Mailing

Background
The Maryland Department of General Services (DGS) is issuing this Invitation for Bids (IFB) to establish a contract for Presort Mail Service for the Department's Managed Facilities.

This contract will also be available for use by other agencies or institutions within the State of Maryland, referred to as 'Users'. The goal is to solicit bids to pick up First Class Letters, Flats, Standard Mail, Permit and Certified Metered Mail from participating agencies at USPS Presort/Bar-Coded discount mail rates.

Work Details
The contractor will provide the following services:
1. Pickup of USPS properly metered mail from designated locations;
2. Sorting mail into zip code sequence and ensuring compliance with USPS requirements;
3. Transporting presorted mail to the USPS facility before the cutoff time;
4. Processing residual mail that does not qualify for presort discounts within 24 hours;
5. Providing online National Change of Address updates;
6. Ensuring confidentiality of all mail processed;
7. Providing necessary equipment such as trays and mail cages at no charge;
8. Issuing a three-part receipt form for each pickup detailing date, agency name, and signatures;
9. Maintaining security measures including employee identification and background checks.

Period of Performance
The contract will be effective from June 1, 2026, through May 31, 2031, with no renewal options.

Place of Performance
Services will be performed within the State of Maryland, specifically in the Baltimore/Annapolis Metropolitan area.

Bidder Requirements
Bidders must be certified small businesses under the Small Business Reserve Procurement guidelines. They must have been legally formed and actively engaged in business for at least three consecutive years and have experience in performing comparable Presort Mailing Services. Additionally, bidders must submit various mandatory affidavits and forms with their bid, including MBE participation goals of 35% and VSBE goals of 5%.
