Statewide Fully Electric Utility Vehicles

Background
The State of Maryland, through the Department of General Services (DGS), is issuing this Invitation for Bids (IFB) to procure Statewide Fully Electric Utility Vehicles, specifically Type 4-9-M-P-E1, 4-9-M-P-E2, 6-E & 9-E2 for Model Year 2025. The goal is to establish a contract with successful bidders to provide these vehicles at a firm fixed price. The contract may involve multiple awards to the lowest responsive and responsible bidders.

Work Details
The contract requires the provision of the following fully electric utility vehicles:

1. Type 4-9-M-P-E1 Mid-Size Utility Vehicle, 4x4 or AWD, Certified Pursuit Rated.
2. Type 4-9-M-P-E2 Mid-Size Utility Vehicle, 4x4 or AWD, Certified Pursuit Rated.
3. Type 6-E ½ Ton Pick-Up Truck, 4x4 or AWD.
4. Type 9-E2 Compact Utility Vehicle.

Specifications include:
- Vehicles must meet or exceed the specifications outlined in Appendix 1 – State of Maryland FY2025 Vehicle Standards.
- Each vehicle must be delivered with a minimum of five gallons of gasoline and a Certificate of Origin.
- A warranty on the powertrain for five years/60,000 miles and a vehicle warranty for one year/12,000 miles with zero deductible is required.
- All vehicles must comply with federal and state safety standards and regulations.
- Delivery must include proper invoicing that matches delivery dates and conditions.

Period of Performance
The contract duration includes a one-year base period with an option for one additional year.

Place of Performance
Statewide delivery within Maryland.
