Speed Feedback Signs (SFS)

Background
The Maryland Department of Transportation State Highway Administration’s (MDOT SHA) Office of Traffic & Safety (OOTS) is seeking to enhance traffic safety by purchasing two (2) units of Speed Feedback Signs (SFS).
These signs are intended to promote voluntary speed compliance among drivers, thereby supporting the agency's mission to improve roadway safety.

Work Details
The contract involves the procurement of two Speed Feedback Signs that conform to specifications outlined in MdMUTCD Sections 2A.18, 2B.13, 2L.03, and 2L.04. Each SFS will include:
- A sign panel display assembly with a static display showing 'YOUR SPEED' in black on a fluorescent yellow background, with letter heights of 4 inches for speed limits under 45 mph and 6 inches for those at or above 45 mph.
- A dynamic changeable message sign (CMS) that displays the measured vehicle speed in amber on a black background, with minimum LED letter heights of 12 inches for speeds under 45 mph and 18 inches for speeds at or above 45 mph.
- A solar-powered electrical system capable of continuous operation for up to 21 days without auxiliary charging.
- Radar detection capabilities from at least 500 feet away with an accuracy of ±1 mph.
- A communication system for monitoring and reporting, including GPS coordinates, remote access for modifying speed thresholds, and cloud-based data storage for up to 100,000 readings.

Period of Performance
This is a one-time purchase contract. The vendor must deliver the Speed Feedback Signs within 90 calendar days after notification of being awarded the bid.

The delivery location is specified as the Maryland State Highway Administration Office of Traffic and Safety located at 7491 Connelley Drive, Hanover MD, 21076.
