SORSMW29SB- Facility Mowing for MDOT/SHA in Somerset County

Background
The Maryland Department of Transportation (MDOT) State Highway Administration (SHA) is issuing this Invitation for Bids (IFB) to procure facility mowing and landscape maintenance services at the Princess Anne Rest Area and Princess Anne Shop in Somerset County. The goal of this contract is to maintain the grass and landscaping at these locations to a specified level of care, ensuring a clean and well-kept appearance for visitors.

Work Details
The contractor will provide routine mowing and trimming services, including:
- Mowing with rotary or reel mowers with a maximum cut width of 54 inches, ensuring clippings are not thrown onto paved areas or planting beds.
- Adjusting mowing frequency based on growth rates, typically every 7-14 days during the growing season.
- Trimming grass areas that cannot be reached by mowers using string trimmers.
- Blowing off all paved areas and walkways after mowing.
- Annual mulch replacement in designated areas.
- Removal of weeds from mulch beds during each visit.
- Pruning trees in front of the shop as requested.

Bid line items include:
1) Mowing, trimming, and debris removal at Princess Anne Rest Area (70 cuts estimated).
2) Mowing, trimming, and debris removal at Princess Anne Shop (70 cuts estimated).
3) Annual mulch bed installation and edge redefining at both locations (3 installations each).

Period of Performance
The contract will have a base period of three years, starting approximately on April 15, 2026.

Place of Performance
Services will be performed at the following locations: 11440 Ocean Highway, Princess Anne MD 21853 & 10980 Market Lane, Princess Anne MD 21853.

Bidder Requirements
This is a Small Business Reserve Procurement; only certified small business vendors are eligible for award. Bidders must have three years of continuous experience providing similar mowing services and landscape maintenance. They must also be registered with the State Department of Assessments and Taxation (SDAT) to conduct business in Maryland. Additionally, bidders must provide references as part of their bid submission.
