Background
Howard County, Maryland is seeking a qualified firm to provide Engineering, Procurement, and Construction (EPC) Services for solar photovoltaic arrays at various County locations. This initiative aligns with the County's commitment to sustainability and its goal to reduce greenhouse gas emissions by 60% from 2005 levels by 2030. Additionally, the County aims to achieve net zero emissions by 2045. The initiative is part of its Climate Action and Resiliency Plan published in 2023.

Work Details
The Contractor will be responsible for evaluating, designing, permitting, constructing, interconnecting, and commissioning solar photovoltaic systems on County facilities. Specific tasks include:

- Conducting feasibility studies for each site;
- Obtaining necessary permits;
- Ensuring compliance with the Inflation Reduction Act (IRA);
- Providing a 95% production guarantee;
- Participating in stakeholder meetings;
- Providing architectural renderings;
- Obtaining interconnection agreements;
- Managing stormwater according to Maryland standards;
- Delivering all engineering drawings and plans for County approval.

The projects include installations at:

- Carrs Mill Landfill (1-2 MW);

- Blandair Park (1,230 kW);
- Elkridge Fire Station (190 kW).

The Contractor must also ensure compliance with domestic content rules and prevailing wage requirements.
