The contractor shall furnish all snow removal equipment, operators, insurance, gas, oil and maintenance for equipment for snow removal services for the Department of General Services, Jessup State Complex located at 7275 Waterloo Road, Jessup, MD 20794 for three (3) years beginning December 1, 2024 through April 30, 2027 with two (1) year renewal options.
Background
The Maryland Department of General Services is issuing this Invitation for Bids (IFB) to procure snow removal services for the Jessup State Complex, located at 7275 Waterloo Road, Jessup, MD 20794. The goal of this contract is to ensure the timely and effective removal of snow and ice from the complex's sidewalks, walkways, parking areas, and roadways. This will maintain safety and accessibility during winter weather conditions. The contract will be awarded to a certified small business vendor as part of a Small Business Reserve Procurement.

Work Details
The contractor shall provide all necessary snow removal equipment, operators, insurance, gas, oil, maintenance for equipment, sand, salt, and other incidentals required for snow removal services. Specific responsibilities include:

1. Initiating snow removal operations within two hours after snowfall exceeds 2 inches.
2. Clearing all designated areas of snow and ice through plowing, salting, and sanding.
3. Ensuring storm drains remain clear.
4. Providing contact information for two supervisory personnel available 24/7.
5. Locating and securing permission for dumping sites when hauling snow off-site.
6. Taking care not to damage state property during operations.

Equipment requirements include:
- One four-wheel drive vehicle with mounted snowplow and salt spreader.
- One front-end loader for snow disposal.
- One dump truck equipped with a salt spreader if the four-wheel drive vehicle is unavailable.

The contractor must quote an hourly rate covering all costs associated with the services provided.

Period of Performance
The contract will commence on December 1, 2024, and continue through April 30, 2027. There are two one-year renewal options available.

Place of Performance
All services will be performed at the Jessup State Complex located at 7275 Waterloo Road, Jessup, MD 20794.
