Small Business Reserve Procurement for District Six Sign Installation and Thermoplastic Application for SHA in Washington County

Background
The Maryland State Highway Administration (SHA) is issuing this Invitation for Bids (IFB) to procure services for sign installation and thermoplastic application in District Six, specifically for Washington County, Maryland. This procurement is designated as a Small Business Reserve Procurement, aimed at supporting certified small business vendors. The goal of this contract is to enhance traffic safety and signage in the area by providing necessary installations and applications by June 30, 2025.

Work Details
The contractor will be responsible for the installation of various types of signs including regulatory, guide, and warning signs, which may vary in size (12", 18", or 36") and function. The contractor must supply all necessary materials including signs, thermoplastic tape, hardware, and installation equipment. Specific tasks include:

1. Installation of post-mounted signs with required fasteners and mounting hardware.
2. Application of preformed thermoplastic markings such as stop bars, crosswalks, and turn arrows at designated locations provided by SHA.
3. Development and approval of Method of Traffic (MOT) plans before commencing work.
4. All costs associated with the project must be included in the bid amount without additional fees for equipment rental or permits.

Period of Performance
The contract period will commence upon award and is expected to conclude by June 30, 2025. All work must be completed within this timeframe.

Place of Performance
The work will be performed in Washington County, Maryland.

Bidder Requirements
Bidders must be certified small businesses under the Governor’s Office of Small, Minority & Women Business Affairs (GOSBA) Small Business Reserve Program. Proof of insurance coverage is required prior to contract award. Additionally, bidders must comply with all federal, state, and local laws applicable to their activities under the contract.
