SFY 2026 Hixson Behavioral Health Services Matching Grant Program

Background
The Maryland Department of Health (MDH), through its Maryland’s Commitment to Veterans initiative, is issuing a Request for Applications (RFA) to support local nonprofit organizations in establishing and expanding community behavioral health programs. These programs aim to address the behavioral health needs of eligible service members, veterans, and their families, ensuring timely access to appropriate community-based care upon discharge from behavioral health services.

The program is funded through the Sheila E. Hixson Behavioral Health Services Matching Grant Program, which was established in 2021 via Senate Bill 550.

Work Details
The selected applicants will provide mental health and substance use treatment services as specified in the RFA. The program aims to serve at least one of the following direct services:
- Screening for mental health or substance use disorders
- Trauma-informed and culturally competent treatment services
- Case management and care coordination
- Certified Peer Recovery Specialist Services
- Telehealth services

The maximum grant amount is $500,000 with a minimum request of $50,000. A total of 24 awards are anticipated, totaling $2,432,821 for SFY 2026.

Period of Performance
The period of performance for the awarded grants will be from August 1, 2025, to June 30, 2026.

Place of Performance
The services will be provided within the State of Maryland.

Bidder Requirements
Eligible applicants must be nonprofit organizations classified as tax-exempt under section 501(c)(3) of the Internal Revenue Code. They must have at least two years of documented experience providing treatment services and comply with all applicable local and state licensing requirements. Additionally, applicants must secure commitments for matching funds equal to their funding request.
