Security Guard Services

Background
The Howard County Public School System (HCPSS) is governed by the Board of Education of Howard County and serves approximately 58,000 students across 78 schools with around 9,000 employees. The mission of HCPSS is to ensure academic success and social-emotional well-being for each student in an inclusive environment that closes opportunity gaps.

This Request for Proposal (RFP) is issued to solicit proposals from qualified vendors to provide Security Guard Services throughout Howard County Public Schools.

Work Details
The contractor will provide Security Guard Services as specified in the RFP. The services include but are not limited to: providing security personnel at various school locations, ensuring the safety of students and staff, monitoring school premises, responding to incidents, and collaborating with local law enforcement as necessary.

The contract will be awarded for a term of five years with two additional one-year options. Offerors must submit a fully loaded hourly rate for all proposed personnel, which includes labor, supervision, uniforms, equipment, administrative costs, overhead, and profit.

Period of Performance
The anticipated contract start date is October 1, 2026. The initial contract term is five years with two optional one-year extensions.

Place of Performance
Services will be performed at various locations throughout Howard County Public Schools.

Bidder Requirements
Offerors must be registered with the Maryland Department of Assessments and Taxation (SDAT) and in good standing. They must also comply with all federal, state, and local laws applicable to their activities under the resulting contract. Additionally, contractors are prohibited from employing Registered Sex Offenders in any capacity related to this contract.
