Background
The Maryland Transportation Authority (MDTA) is seeking consultant assistance for Comprehensive Project Planning and Miscellaneous Consulting Services under Contract No. MDTA 2024-05. This initiative aims to utilize the expertise of engineers and architects to support MDTA's mission of improving transportation infrastructure in Maryland. The contract is a Small Business Reserve Procurement, limited to certified small business vendors registered with the Maryland Department of General Services.

Work Details
The selected consultants will provide on-call and/or on-site project planning, environmental services, design services, and miscellaneous consulting services including revenue and expense forecasting, toll analyses, travel demand modeling, public involvement activities, and environmental documentation in compliance with the National Environmental Policy Act (NEPA) or the Maryland Environmental Policy Act (MEPA).

Specific tasks may include:
- Conducting detailed technical analyses for environmental documentation.
- Performing land use analyses and growth management assessments.
- Developing mitigation concepts for socioeconomic impacts.
- Analyzing traffic and safety conditions of transportation systems.
- Providing staff support within MDTA offices as needed.
- Preparing grant applications for federal programs.

Consultants must demonstrate the ability to respond immediately to project assignments without delays.

Period of Performance
The contract will be performed over a five-year term with an anticipated value of $3.5 million, subject to funding approval by the Maryland Board of Public Works.

Place of Performance
The geographic location for performance will primarily be within Maryland, specifically at MDTA offices or designated project sites.
