Description

All submissions must be made online via this portal. An optional pre-bid meeting will be held on site at 1801 Monocacy Boulevard, Frederick, MD 21701 on Wednesday, June 4th at 9:30 a.m.
Background
The City of Frederick is issuing this Invitation for Bid (IFB) for the construction of a fully functioning boat ramp at Riverside Park. The project aims to enhance public access to waterways and ensure compliance with local regulations and standards.

The contract emphasizes the importance of utilizing Minority and Women-Owned Business Enterprises (M/WBEs) in the contracting process, reflecting the city's commitment to inclusivity and diversity in its procurement practices.

Work Details
The successful bidder will provide all construction items required for a fully functioning boat ramp, including:
- Furnishing and installing provisions necessary for sediment control and obtaining SCD approval prior to construction.
- Building and installing an articulating boat ramp and equipment per design plans.
- Constructing an imbricated rip rap wall per design plans.
- Constructing pedestrian improvements such as curb ramps and sidewalks to meet current ADA guidelines.
- Installing pavement markings according to design plans, ensuring thermoplastic is applied under appropriate temperature conditions.
- Closing excavations in roadways at the end of each workday to maintain full traffic capacity.
- Adjusting utilities as necessary per plans or field locates.
- Maintaining safe traffic flow throughout construction, including for bicycles and pedestrians, while restricting work hours during peak traffic times.
- Ensuring compliance with Maryland Department of the Environment guidelines and City specifications.

Period of Performance
The contract is expected to commence upon final execution of the contract document, with a Notice to Proceed issued by the Project Manager. The work is anticipated to be completed within 90 days of receiving the Notice to Proceed.

The project will take place at Riverside Park Boat Ramp, located at 1801 Monocacy Boulevard, Frederick, MD 21701.

Bidder Requirements
Bidders must demonstrate good faith efforts to meet M/WBE participation goals set at 16% for Minority-Owned businesses and 7% for Woman-Owned businesses. Bidders are required to submit a completed M/WBE Participation Form with their bid. Additionally, bidders must have all utilities located prior to beginning work by calling Miss Utility at (800) 257-7777 and are responsible for any damages caused during construction.
