RFQ-SMCPS-2025-SIOP - SIOP Professional Development Foundational Training Workshop

Background
St. Mary’s County Public Schools (SMCPS) is seeking qualified vendors to provide a professional development training workshop focused on the Sheltered Instructional Observation Protocol (SIOP).
This research-based instructional method aims to assist English language learners in studying curriculum content alongside their peers while enhancing their linguistic abilities through comprehensive input.
The contract is intended to support SMCPS teachers and staff in effectively implementing this instructional model.

Work Details
The contractor will be responsible for delivering the following services:
- Provide educational resources and content related to SIOP, including an overview, key vocabulary terms, strategies, comprehensive input, lesson planning, and delivery.
- Include learning materials such as content handouts and instructional resources.
- Present in a format that incorporates instructional time, Q&A sessions, hands-on examples, and application exercises.
- Conduct professional development training for staff on the implementation of the SIOP model tailored for multilingual learners.
- Offer context-specific services to support implementation in various classroom settings.
- Develop a professional development outline detailing consultant time for the workshop instruction on tools, training, and resources.
- Assist in creating solutions to enhance teaching skills that support language learners.
- Aid with guided lesson design to help instructors integrate content and language instruction more effectively.

Period of Performance
The contract period will be from July 1, 2025, through September 30, 2025.
Services must be completed within 60 days from the issuance date of the Purchase Order.

Place of Performance
Services will be performed at locations mutually agreed upon between SMCPS and the selected consultant within St. Mary’s County.

Bidder Requirements
Vendors must provide a signed W9 with their quote.
All personnel involved must undergo a standard background check, fingerprinting, and safe school orientation with the Department of Safety and Security to gain access to SMCPS facilities.
Additionally, bidders should comply with Maryland laws regarding employment history reviews for individuals having direct contact with minors.
