Description
Background
Prince George’s County Public Schools (PGCPS) is one of the largest school districts in the United States, serving a diverse student population across more than 200 schools and centers. PGCPS is committed to environmental stewardship and operational efficiency. The electrification of its school bus fleet is a key initiative aimed at reducing greenhouse gas emissions, lowering operational costs, and providing a healthier environment for students and the community. This project represents a significant step towards achieving long-term sustainability goals.
Work Details
The primary goal of this project is to secure a reliable, fully managed charging solution that requires minimal day-to-day oversight from PGCPS staff. The objectives include:
- **Turnkey Solution**: Engage one partner responsible for all aspects of the project, from initial site design and utility coordination to final commissioning and ongoing maintenance.
- **Charging-as-a-Service (CaaS) Model**: Establish a contractual relationship where PGCPS pays a fixed monthly fee for guaranteed charging availability, avoiding upfront capital expenditure for the infrastructure.
- **Operational Readiness**: Ensure both sites are fully constructed and operational by Summer 2026 to align with FY26 school year needs.
- **Guaranteed Performance**: Secure high operational reliability with guaranteed equipment uptime.
- **Scalability**: Install infrastructure that meets the immediate needs of 15 electric school buses (ESBs) per depot with optionality for expansion to support charging infrastructure for up to 30 ESBs at each depot if PGCPS chooses to do so.
The selected proposer will provide full turnkey installation, operations, and maintenance of Electric Vehicle Supply Equipment (EVSE) infrastructure, including all necessary hardware, software, and associated site work. Specific requirements include:
- Provide and install direct current fast charging (DCFC) infrastructure sufficient to support daily operations of 15 ESBs at each site.
- Each charging port must deliver a minimum of 20kW per port.
- Provide all necessary electrical infrastructure (transformers, switchgear, conduit, wiring).
- Establish reliable data communication networks at each site using cellular connections for control and monitoring.
Period of Performance
The contractor shall complete all work under this contract within 120 calendar days from the issuance of the Notice to Proceed. The contract may be renewed at PGCPS's discretion for up to two additional one-year option periods for ongoing system maintenance.
Place of Performance
The project will be performed at two PGCPS bus depots located at:
1. Crossland Depot: 6901 Temple Hill Rd, Temple Hills, MD 20748
2. Greenbelt Depot: 6350 Greenbelt Rd, Greenbelt, MD 20770.
Bidder Requirements
Proposers must demonstrate experience in delivering turnkey EV charging solutions under a CaaS model. They should provide financial assurance sufficient to cover decommissioning requirements at project term expiration. Proposers are encouraged to partner with local firms if they do not meet all required expertise or MBE requirements.
