RFP PUR 26-026 Finance the Procurement of Replacement Buses, Non-Bus Vehicles, Textbooks, and Instructional Computer Refresh FY2026

Background
Prince George’s County Public Schools (PGCPS) is one of the largest school districts in the United States, serving a diverse student population across urban, suburban, and rural communities. The Board of Education of Prince George’s County aims to finance the procurement of replacement buses, non-bus vehicles, textbooks, and technology refresh for FY 2026 to enhance educational services and operational efficiency. This initiative is part of their ongoing commitment to provide quality education and resources to approximately 131,657 students.

Work Details
The contract involves financing the procurement of the following items:
- Replacement Buses: $16,919,241.00
- Replacement Non-Bus Vehicles: $3,300,000.00
- Textbooks: $11,643,510.00
- Technology Refresh: $17,704,050.00

The total financing amount is $49,566,801.00 over a period of five years with repayments in five equal annual scheduled payments starting around December 18, 2025. The financing must not involve Certificates of Participation or pre-payment penalties.

Period of Performance
The contract will commence on the date the Notice of Award is signed and will last for five years with an option for a 12-month extension based on mutual agreement.

Place of Performance
The services will be performed primarily for Prince George’s County Public Schools located in Upper Marlboro, Maryland.

Bidder Requirements
Offerors must demonstrate financial stability and provide a fiscal integrity statement for the last two calendar years. An MBE goal of 15% has been established for this contract. Offerors must be registered with eMaryland Marketplace Advantage (eMMA) and comply with all local laws regarding minority business enterprises.
