Background
The University of Maryland, a member of the University System of Maryland (USM) and the Maryland Education Enterprise Consortium (MEEC), is issuing this Request for Proposals (RFP) to select multiple firms capable of providing computer hardware and related services for MEEC partner institutions.
The USM consists of 12 institutions and aims to enhance educational quality and efficiency. MEEC serves over 200 member institutions, providing IT solutions at competitive prices. This RFP seeks contractors who will act as intermediaries between MEEC members and manufacturers, ensuring the delivery of specified products and services.
Work Details
Contractors will provide computer hardware, including but not limited to:
1. **Category 1** - Desktop, Laptop, and Portable Computers/Tablets: Includes laptops, notebooks, netbooks, tablet computers, thin-client computers, and related peripherals with optional operating system software.
2. **Category 2** - Data Storage Devices and Systems: Includes RAID arrays, stand-alone hard drives, SAN systems, virtual storage hardware systems, installation and maintenance services.
3. **Category 3** - Server Class Hardware/Equipment: Includes server class computers and related services including software necessary for operation.
4. **Category 4** - Network Hardware: Includes Wi-Fi network equipment and related installation services.
5. **Category 5** - Computer Hardware Peripherals: Includes devices like monitors, sound systems for desktop computers, mice, scanners, printers etc., but only awarded to contractors already awarded in another category.
Additionally, Solutions Contractors may be awarded to those rated highly in at least two categories excluding Category 5.
Period of Performance
The contract term will commence on March 15, 2026, lasting for an initial period of three years and two months until June 30, 2029. There is an option for two additional three-year renewal terms.
Place of Performance
The contract will be performed primarily at various locations associated with MEEC member institutions across Maryland. Some members may have overseas facilities eligible to utilize the contract.

Contractors must comply with specific insurance requirements as outlined in the RFP. They must also submit various affidavits including a Bid/Proposal Affidavit and a Contract Affidavit as part of their proposal submission.
