Description

The Northeast Maryland Waste Disposal Authority is requesting proposals from qualified Proposers for the Acceptance & Transportation of Sewage Sludge Generated in Baltimore City & Processing into a Class A Product. All RFP documents, as well as any Addenda, will be posted on the procurement page of the Authority's website at https://www.nmwda.org/procurement-opportunities/. Any communication regarding this RFP must be made in writing and emailed to procurement@nmwda.org. Interested proposers should complete a Proposer Contact Information Form, which may be found in the RFP under Appendix I.
Background
The Northeast Maryland Waste Disposal Authority is seeking proposals from qualified contractors for the acceptance, transportation, and processing of sewage sludge generated in Baltimore City into a Class A product. This initiative aims to support Baltimore City's diversified sewage sludge management program and ensure effective and environmentally sound technologies are utilized. The Authority was established to assist Maryland's political subdivisions in providing adequate solid waste disposal facilities, including sewage sludge processing as part of an integrated waste management system.

Work Details
The contractor will be responsible for:

1) Acceptance and transportation of sewage sludge from the Back River Waste Water Treatment Plant located at 8201 Eastern Boulevard, Baltimore MD 21224. The city guarantees 100 wet tons per day of sewage sludge with an average solids range of 18% to 22%.

2) Processing the sewage sludge into a Class A product using acceptable technologies that meet standards set forth in 40 CFR 503 and COMAR 26.04.06.

3) Marketing and distribution of the Class A product. The contractor must provide all necessary vehicles, equipment, buildings, and personnel required for the contract. Additionally, the contractor will be responsible for preparing a capital investment plan within 90 days of contract commencement.

Period of Performance
The contract term will commence on June 30, 2025, and will last for four years with an option for two additional one-year renewals. Services must be ready to begin by April 1, 2025, but may not commence until June 30, 2025.

Place of Performance
The services will be performed at the Back River Waste Water Treatment Plant in Baltimore City or at a facility controlled by the contractor.
