Description

The University is requesting bids for Strategic Communications, Marketing & Partnership Developmemt Services for Media Relations on UMES campus.
Background
The University of Maryland Eastern Shore (UMES) is seeking proposals for strategic communications, marketing, and partnership development services to enhance its brand and reputation. The agency will support the university's mission by inventorying and evaluating current communication efforts, assessing staffing levels, and providing recommendations for improvement.

The goal is to develop a comprehensive strategy that aligns with the university's objectives in a competitive higher education environment.

Work Details
The selected agency will be responsible for the following services:

1. Brand Identity and Marketing Strategy Services:
- Conduct a comprehensive brand identity study.
- Develop and implement a marketing strategy to enhance visibility among target audiences.
- Creative development for print, digital, and video assets.
- Media planning and buying across traditional and digital platforms.
- Media optimization, monitoring, and monthly reporting.
- Video production services with capped costs outlined in approved budgets.

2. Strategic Communications:
- Message and narrative development.
- Media relations and public relations management.
- Reputation management and crisis communications planning.

3. Executive Visibility and Thought Leadership:
- Secure speaking engagements and earned media opportunities.
- Develop executive content, bios, and ghostwritten op-eds.

4. Digital and Social Media Strategy:
- Content strategy execution across UMES platforms, multimedia content creation, analytics, and reporting.

5. Partnership and Donor Engagement:
- Stakeholder mapping, tailored communications for donors/partners, support for campaign messaging.

Period of Performance
The contract will have an initial term of two (2) years with an option to renew for one (1) additional year at the University's discretion.

Place of Performance
Services will be performed primarily at the University of Maryland Eastern Shore campus located in Princess Anne, Maryland.

Bidder Requirements
Bidders must have a physical business presence in Maryland, demonstrate prior experience supporting Historically Black Colleges and Universities (HBCUs), have been engaged in communications/marketing for at least seven years, show experience purchasing media in the mid-Atlantic market, and meet a 29% Minority Business Enterprise (MBE) participation goal.
