RFP DCP25-017 Educational & Facilities Condition Assessments

Background
The Board of Education of Prince George’s County (PGCPS) serves the needs of public education in Prince George’s County, which covers approximately 1,789 square miles and has a residential population exceeding 904,430. PGCPS is one of the nation's largest school districts, with 208 schools and centers, approximately 131,657 students, and nearly 22,000 employees. The annual operating budget is $2.3 billion.

The school system is recognized for its college and career readiness programs that provide unique learning opportunities. This Request for Proposal (RFP) aims to provide Educational & Facilities Condition Assessments to support the Department of Capital Improvement Program and other departments within PGCPS.

Work Details
The contractor will conduct Educational & Facilities Condition Assessments for a total of 163 schools across three cycles: Cycle 2 (63 schools), Cycle 3 (62 schools), and Cycle 4 (38 schools). The assessments will focus on deferred infrastructure maintenance and indoor environmental conditions. Key tasks include:

1. Conducting a pilot assessment program at one elementary school, one middle school, and one high school.
2. Providing a user-friendly, web-accessible Facilities Condition Assessment in a standardized format that ranks each facility based on a rating system.
3. Compiling data into a Microsoft Suite database for future updates by PGCPS staff.
4. Performing detailed Life Cycle Cost (LCC) analysis and Educational Sufficiency analysis for each building.
5. Making comprehensive facility recommendations for modernization or replacement based on State funding procedures.
6. Presenting findings to stakeholders including the Facility Advisory Committee and the Board of Education.

Period of Performance
The contract period shall be eighteen (18) months from the date of award, with an option to extend services for up to twelve additional months if required.

Place of Performance
The assessments will be conducted at various locations throughout Prince George's County Public Schools in Maryland.
