Description

The Prince George's County Memorial Library System (PGCMLS) is seeking proposals from qualified consultants or firms to conduct a Comprehensive Classification and Compensation Study. This study aims to evaluate and update our current employee classification system, compensation structure, and related policies to ensure competitiveness, equity, and compliance with industry standards. This project must stay within the projected budget of $160K.
Background
The Prince George's County Memorial Library System (PGCMLS) is a nationally recognized public library system with nineteen branches and a facility in the County Correctional Center. It serves a diverse community, employing over 350 staff members. The library system aims to conduct a Comprehensive Classification and Compensation Study to evaluate and update its employee classification system and compensation structure to ensure competitiveness, equity, and compliance with industry standards. The project budget is set at $160K.

Work Details
The consultant will be responsible for conducting a Comprehensive Classification and Compensation Study, which includes:

1. **Classification Study**:
- Review organizational charts and current position descriptions.
- Develop data collection instruments such as questionnaires and staff interviews.
- Provide a process for employees to request audits of their position classifications.
- Review classification systems of comparator jurisdictions (e.g., Washington, D.C., Montgomery County, MD).
- Identify best practices and recommend changes to the classification plan, including potential new classes or regrading of jobs based on evaluation results.
- Conduct a special review of Library Associate and Librarian job classes.

2. **Compensation Study**:
- Conduct a comprehensive review of the compensation program addressing issues like recruitment, retention, salary compression, and pay equity.
- Develop a compensation survey evaluating benchmark positions against comparator jurisdictions.

3. **Reporting**:
- Design an ongoing communication plan regarding the study's progress.
- Prepare draft and final reports documenting findings, conclusions, recommendations, costs for implementation, and an implementation timetable.

Period of Performance
The project must be completed no later than June 30, 2025.

Place of Performance
The services will be performed at the Prince George's County Memorial Library System locations in Maryland.
