Background
The University of Maryland Global Campus (UMGC) is a global, public, and primarily online university dedicated to providing accessible, high-quality education to a diverse student population, including working adults, military personnel, and other learners around the world.

UMGC serves nearly 100,000 students annually through innovative educational options. The goal of this contract is to partner with qualified tuition assistance management vendors to support UMGC’s mission of expanding access to high-quality, affordable education for working adults in Maryland and nationally.

Work Details
The selected vendor will provide services that include:
1. Employer Engagement & Partnership Development: Lead employer sourcing, outreach, sales, procurement, and contracting activities on behalf of UMGC; structure and maintain tuition benefit programs aligned with workforce development goals; support new employer onboarding and provide continued account management.

2. Learning Marketplace & Employer-Facing Services: Maintain a curated marketplace of programs tailored to each employer partner; conduct B2B marketing and employer-facing visibility activities.

3. Student Engagement & Support: Increase employee awareness of tuition benefits; provide employer-specific student portals; offer benefits advising; administer tuition benefits including eligibility verification; provide ongoing success coaching and career-related support.

4. Introductions & Visibility Support: Connect UMGC with new employer partners; introduce prospective students to UMGC.

5. Payment & Technology Platform: Facilitate benefit payment processing directly to UMGC; provide reporting and compliance tools for employers.

6. Marketing and Collateral Support: Identify marketing opportunities such as webinars and newsletters; maintain a repository of marketing materials.

Period of Performance
The contract is anticipated to commence in October 2026 and will continue for five years following the approval from the Maryland Board of Public Works.

Place of Performance
The services will be performed primarily in Maryland but may also extend nationally as the vendor engages with employers across the country.

Bidder Requirements
Proposing firms must demonstrate at least three years of experience in tuition assistance management. They must also provide evidence of a growing employer client base, detailed information about student data exchange processes, examples of marketing materials shared with employers, and case studies showing how they have developed custom solutions for workforce needs.

Additionally, bidders must submit a Certificate of Insurance verifying coverage for Commercial General Liability, Workmen's Compensation, Automobile Liability Insurance, and Professional Liability.
