RFP# 92202 - Facilities Master Plan

Background
The University of Maryland Global Campus (UMGC) is soliciting proposals from qualified Facilities Master Planners to develop a comprehensive Facilities Master Plan. This planning effort is mandated by the University System of Maryland (USM) Board of Regents.

UMGC, founded in 1947, serves over 100,000 students worldwide and focuses on the educational needs of adult learners, including military personnel. The previous master plan was developed in 2012 and is included for reference.

Work Details
The selected contractor will develop a Facilities Master Plan (FMP) that serves as a strategic blueprint for UMGC's growth and development. The FMP must address current and future facility needs, provide a flexible framework for planning future projects, and ensure alignment with UMGC’s mission and sustainability initiatives.

Key deliverables include:
- A Facilities Condition Report
- Needs Assessment with space utilization analysis
- Concept Design
- SGAP Analysis
- Preliminary Master Plan
- Executive Report and full report of the Master Plan
- Draft of Final Plan
- Cost Estimates and Financial Planning
- Implementation Plans

The FMP will also include an impact analysis for the MDOT Purple Line project.

Period of Performance
The contract is expected to commence on July 14, 2025, and will be effective through June 30, 2026, with one optional one-year renewal.

Place of Performance
The primary location for performance will be at UMGC's headquarters located at 3501 University Boulevard East, Adelphi, Maryland 20783.

Bidder Requirements
Proposals must include a completed MBE Attachment A-2 – MBE Utilization and Fair Solicitation Affidavit. An MBE subcontracting goal of no less than 5% of the total contract value is established. Additionally, bidders must provide proof of insurance coverage for Commercial General Liability, Workmen's Compensation, Automobile Liability Insurance, and Professional Liability.
