The Baltimore City Public Schools (City Schools) is seeking proposals for Building Automation System (BAS) Installation, Maintenance, and Repair Services. City Schools operates a large public education system in Baltimore City, covering approximately 77 square miles with over 75,000 students and an annual budget of $1.39 billion. The goal of this contract is to establish a comprehensive service support framework for various BAS platforms including Siemens, Niagara, Schneider, Johnson Controls, and Trane.
Work Details
The contractor will provide installation, maintenance, repair, and modernization services for the BAS across the City Schools portfolio. Specific tasks include:
1. Establishing structured recurring service support to maintain operational stability of existing BAS platforms.
2. Implementing enterprise-level supervisory governance where required.
3. Supporting lifecycle planning and capital coordination.
4. Ensuring procurement compliance and improving administrative efficiency through a consolidated contract structure.
5. Providing materials and parts at a fixed percentage discount off published manufacturer list prices.
6. Performing quarterly platform health reviews and annual lifecycle assessments to identify obsolete hardware and recommend modernization priorities.
7. Responding to emergency conditions within two hours during operational hours and scheduling non-emergency services within seven days.
Period of Performance
The anticipated term of the contract is three years from the date after Board approval with one optional two-year renewal period.
Place of Performance
Services will be performed at various locations within the Baltimore City Public Schools district.
