RFP #26-607 Marketing Services for the Frederick County Health Department

Background
Frederick County, Maryland is seeking proposals from qualified vendors to provide marketing services for the Frederick County Health Department (FCHD). The mission of FCHD is to improve the health and well-being of residents through programs that prevent disease, promote wellness, and protect public health. The selected contractor will assist in various public health initiatives, potentially funded by grants. They will be responsible for advising on content and design of materials, preparing advertising products, identifying appropriate media for advertising, and handling billing.

Work Details
The contractor will be tasked with:

1. Conceptualizing, developing, producing, implementing, and evaluating a marketing strategy for various public health initiatives identified by State of Maryland grants;
2. Preparing and placing customized print materials for distribution;
3. Ensuring advertising content aligns with FCHD’s standards;
4. Negotiating discounted rates with media vendors;
5. Providing recommendations based on market analysis;
6. Conducting research to inform target audience strategies;
7. Offering consultations regarding proposed campaigns.

Potential projects may include topics like behavioral health prevention and treatment services.

Period of Performance
The contract period is set for one year commencing on or about July 1, 2026, with an option to renew for four additional years in one-year increments at the County's discretion.

Place of Performance
Services will primarily be performed in Frederick County, Maryland.

Bidder Requirements
Contractors must have at least two years of experience providing marketing services to public health agencies. They must also be registered to do business in Maryland and comply with all applicable laws and regulations.
