RFP 26-26 Architecture and Engineering Services

Background
The City of Rockville, Maryland, is among the largest cities in the state, with a population of approximately 67,000 residents. The city provides a full range of municipal services including water, sewer, street maintenance, zoning, planning, and parks maintenance.

The city has historically contracted for architectural and engineering services every five years and seeks to award multiple categorical contracts to qualified firms for comprehensive services to supplement work typically performed by its Departments of Public Works and Recreation and Parks.

Work Details
The contract requires comprehensive architectural and engineering services including but not limited to: consultative and technical guidance; production of project scopes; design documents; construction documents; planning documents; specifications; project schedules; cost estimates; bid management; project management; construction administration; monitoring and testing; policy development; training; public outreach support; data analysis; permitting; and report writing.

Specific categories include Architectural Services, Mechanical/Electrical/Plumbing (MEP) Engineering Services, Civil Engineering Services, Landscape Architecture, Water/Wastewater Engineering, Traffic Engineering, Transportation Planning, Geotechnical Engineering, Environmental Engineering, among others. Each category encompasses various tasks such as feasibility studies, compliance audits, design services for new constructions or renovations, and construction administration including project scheduling and inspections.

Period of Performance
The anticipated term of the contract is five years with the option to renew for two additional one-year periods based on satisfactory performance. The City reserves the right to extend agreements beyond seven years if necessary for project completion.

Place of Performance
The services will be performed within the City of Rockville, Maryland.

Bidder Requirements
Bidders must demonstrate significant experience in specific categories of architectural and engineering services as outlined in the RFP. They must also comply with all applicable federal and state regulations regarding contracting with public bodies. Additionally, bidders must provide proof of qualifications as required by the RFP documentation.
