RFP-25006 CEO Search Firm

Background
The Baltimore City Public Schools (City Schools) is the fifth largest public school system in Maryland, serving approximately 75,811 students across 162 schools and programs.
The system operates under the governance of the Baltimore City Board of School Commissioners, which consists of 12 members.
The purpose of this Request for Proposals (RFP-25006) is to select a qualified Search Firm Consultant to assist in the national search for a new Chief Executive Officer (CEO) for City Schools.
The selected firm should have expertise in recruiting CEOs or Superintendents for K-12 school districts, particularly in urban settings.

Work Details
The selected Search Firm will be responsible for conducting all aspects of the recruitment process for the CEO position, including:
1. Managing administrative services and logistics for the recruitment process.
2. Collaborating with the Board to develop a candidate profile based on desired criteria.
3. Engaging community stakeholders to gather input on ideal CEO qualities through focus groups and surveys.
4. Preparing a comprehensive position description and advising on compensation packages.
5. Advertising nationally and managing outreach efforts to attract qualified candidates.
6. Screening applicants and conducting thorough background checks.
7. Assisting the Board during candidate interviews and evaluations.
8. Maintaining confidentiality throughout the search process and providing regular updates to the Board.

Period of Performance
The anticipated term of the contract is two years from the date of Board approval, with services expected to commence upon selection and continue until a new CEO is appointed, targeted for July 1, 2026.

Place of Performance
The contract will primarily be performed at the Baltimore City Public Schools headquarters located at 200 East North Avenue, Baltimore, MD 21202.
