RFP 141874 - Design/Build Services for UMCP Health and Human Sciences Complex Project

Background
The University of Maryland College Park (UMD) has issued a Request for Proposal (RFP) for the selection of an experienced Design-Build Contractor. The RFP is for the design and construction of the renovation and fit-out of approximately 149,304 GSF of shell space in New Cole Field House and 19,427 GSF of the original 1956 Cole Field House South Wing. This is to create approximately 89,782 Net Assignable Square Feet (NASF) of modern research and educational space for the School of Public Health (SPHL) and the Academy of Innovation and Entrepreneurship (I&E). The Health and Human Sciences Complex (HHSC) will include 85,580 NASF for the School of Public Health to house research focused units, the Dean’s Office, and some of the School’s support staff. The HHSC will also include 3,602 NASF for the I&E.

Work Details
The Design-Build Contractor is expected to manage the design process, provide preconstruction services, develop schedules, prepare project preconstruction services construction cost models/estimates, value engineering, site utilization and logistics planning services, constructability reviews, study labor conditions, preparation of bid-trade packages, trade contract bidding, and submission of Guaranteed Maximum Price (GMP). During the Construction Phase, the DBC shall manage the provision of its services and be responsible for constructing the Project under the Guaranteed Maximum Price (GMP) inclusive of all construction services therein. The contract will govern Preconstruction/Design and Construction Phases of this Project.

Period of Performance
The contract duration is one thousand four hundred and ninety-two (1492) calendar days from Design NTP to Substantial Completion.

Place of Performance
The project site is located at the west end of Union Drive where it meets Lot Z (surface parking), bound by Union Drive to the south, football practice fields to the east, Fieldhouse Drive to the north, and the Kehoe Track and Field Complex to the west.
