Background
The City of Rockville, located in Montgomery County, Maryland, is seeking to engage qualified firms to provide consulting services for the development of an Economic Development Strategic Plan. This plan aims to position Rockville as a desirable destination for living, working, and investing, enhancing its economic development vision and goals established in the 2040 Comprehensive Plan.

Work Details
The selected consultant will be responsible for creating a comprehensive economic development strategic plan that spans three fiscal years (FY 2027 - FY 2030). Key tasks include:
1) Review and analyze existing documents and data to identify trends;
2) Conduct comparative analysis of economic vitality;
3) Synthesize strengths and opportunities;
4) Identify target industries;
5) Assess peer competitiveness;
6) Develop high-level strategies for economic growth;
7) Create a tactical implementation plan with roles, timelines, and performance measures;
8) Analyze potential impacts and challenges over eight years;
9) Facilitate public engagement processes;
10) Manage project coordination with city officials.

Period of Performance
The contract is anticipated to last for one year with the possibility of two one-year renewals based on satisfactory performance. The project timeline includes key dates such as proposal submission by January 23, 2026, selection process from February 2 to February 13, 2026, and contract execution by March 6, 2026.

Place of Performance
The services will be performed within the City of Rockville, Maryland.

Bidder Requirements
Firms must demonstrate experience in providing strategic planning services for various economic development organizations within the last five years. They must also provide proof of qualifications through documentation such as letters or certificates. No performance or payment bond is required.
