Montgomery County, Maryland is seeking proposals for an Accounts Payable Forensics Software System to enhance the Department of Finance's capabilities in detecting payment errors and preventing fraud. Work Details
The Contractor must provide a web-based software application (Software as a Service) that can analyze County invoices to identify errors such as duplicate payments and potential fraudulent activities. Key deliverables include:
1. AP Forensic software with licensing, maintenance, updates, and support for the contract duration.
2. Hosting on a secure U.S.-based server.
3. Seven full AP Forensic User licenses for County employees to manage filters and exclusions.
4. Seven Restricted Viewer Licenses for limited access to reporting modules.
5. An AP Transactions Module capable of analyzing up to 400,000 transactions annually with detailed data points including supplier codes and payment statuses.
6. A Master Supplier File Module for monthly supplier analysis with unlimited accounts per year.
7. A Continuous Monitoring Module for daily transaction analysis with reports available by 8 AM EST each business day.
8. A Fraud Tester Module performing at least 12 fraud tests on demand.

Period of Performance
