Background
Montgomery County, Maryland, is seeking proposals for comprehensive Employee Assistance Program (EAP) Services to support its approximately 10,750 eligible employees and their family members. The County aims to establish a contract with a qualified vendor to provide these services, enhancing employee wellness and support. The Office of Human Resources (OHR) manages various employee-related services and programs, including health and welfare initiatives.
Work Details
The selected vendor will provide comprehensive EAP Services including:
A. Centralized intake screening;
B. Local in-person, virtual, and/or telephonic assessment, referral, counseling and treatment services for a minimum of eight (8) to ten (10) sessions per issue per employee/family member annually;
C. Unlimited management consultation and referral services;
D. Unlimited community resource referrals;
E. Individual follow-up with participants;
F. Unlimited crisis intervention services including critical incident stress debriefing;
G. Evaluations and case management for the County’s Substance Abuse Prevention programs;
H. Consultation on drug-free workplace policies.
Work-Life Services include family care referrals, legal services with telephonic consultations, financial advice from CPAs/CFPs, online will preparation, promotional materials for the EAP program, a dedicated toll-free access number for counseling services available 24/7, multilingual services based on approved languages, and training sessions totaling 175 hours covering various topics.
Period of Performance
The contract will commence on January 1, 2027, and will end on December 31, 2029. The Director may renew the contract for two additional one-year terms based on satisfactory performance.
Place of Performance
Services will be provided primarily within Montgomery County, Maryland.

The contractor must have at least seven years of experience administering EAP services for public sector clients similar in size to Montgomery County. They must provide qualified professionals such as licensed counselors or psychologists and comply with all relevant laws including HIPAA and ADA regulations.
