RFP #1191267 - Smart Vending Machines for Tracking and Dispensing Medical Supplies and Other Goods

Background
Montgomery County, Maryland is issuing this solicitation to procure smart vending machines aimed at increasing access to risk reduction supplies for individuals who use drugs. The initiative is part of the Montgomery County Department of Health and Human Services' (DHHS) strategy to improve public health outcomes and reduce overdose deaths by providing discreet and accessible resources to vulnerable populations. The contract will support the integration of syringe services programs and other health services into existing community frameworks.

Work Details
The contractor will be responsible for the following tasks:

1. **Smart Vending Machine Procurement and Customization**: Furnish, deliver, install, and set up seven (7) indoor vending machines and three (3) outdoor temperature-controlled vending machines that are new, robust, tamper-proof, and suitable for both indoor and outdoor installation. Machines must accommodate a minimum of 40 different product selections, be customizable for branding, provide secure dispensing mechanisms with inventory management systems, and ensure ADA compliance.

2. **Installation**: Conduct site assessments for optimal placement of machines, install them adhering to safety regulations, ensure electrical connectivity, and test functionality.

3. **Inventory Management and Restocking**: Develop an inventory management system that alerts the County when restocking is needed; train DHHS staff on restocking procedures; ensure machines can report inventory levels remotely.

4. **Maintenance and Repair**: Provide regular maintenance services with quarterly inspections; respond to service requests within two business days; ensure machine downtime does not exceed fifteen business days unless approved by DHHS.

5. **Data Collection and Reporting**: Implement a system for collecting anonymous data on usage; provide regular reports on machine performance; ensure data privacy; all collected data remains the property of the County.

6. **Training and Support**: Provide training to DHHS staff on machine operation and inventory management; offer ongoing technical support.

Period of Performance
The contract will commence upon the issuance of a Notice to Proceed by Montgomery County and will end on September 30, 2027. The Director has the option to renew the contract for two additional one-year terms based on satisfactory performance.

Place of Performance
The services will be performed in various locations throughout Montgomery County, Maryland where the vending machines are strategically deployed.

Bidder Requirements
Bidders must demonstrate expertise in meeting technical requirements related to smart vending machines, experience with harm reduction practices, compliance with applicable regulations, proof of insurance, experience in maintaining smart vending machines in healthcare or public health sectors, staffing availability for service provision, and experience with relevant data systems.
